The action takes place in Hinomoto, a fictional version of Japan where, for a long time, rail travel was the most important form of transportation.

Each locomotive was associated with a humanoid control module, the so-called RailRoad, which assisted the train operator.

However, many railway lines were abolished due to the growing popularity of "airships", a safe and convenient mode of air transport. As such, their accompanying railways have also gone into a deep sleep.

Soutetsu lost his entire family in a train accident and was adopted into the Migita household, who run a shochu brewery in the town of Ohitoyo.

He returned to his hometown to save it from the potential water pollution that would have occurred if he accepted the proposal to build an aircraft factory nearby.

He accidentally awakened RailRoad Hachiroku and became her owner. For different purposes, he agreed to help find his lost locomotive with the help of his half-sister Hibiki, the town's mayor, and the head of the local railroad.
